In 2008 the Commission launched the "Raw Materials Initiative" (RMI) which established an integrated strategy to respond to the different challenges related to access to non-energy and non-agricultural raw materials. The RMI is based on three pillars:
- ensuring a level playing field in access to resources in third countries;
- fostering sustainable supply of raw materials from European sources, and
- boosting resource efficiency and promoting recycling.
Following the publication of the “Communication on the Raw Materials Initiative - Meeting our critical needs for growth and jobs
in Europe” (COM(2008)699) in November 2008 , the Commission noted that it would, within two years, report to the Council on progress made in implementing the RMI (see “Commodity Markets and Raw Materials Communication”).
